"On August 20, Immigrant and Customs Enforcement Assistant Secretary John Morton wrote a memo to the agency's head of removal operations, telling him that being in the U.S. illegally is no longer grounds for deportation. Only illegals who pose a security threat or have violent records need now be deported."
